Item 6 d. Discussion/Action regarding a Plan of Operation Pleasant Hill Bar and Grill, located at 2102 STH 164 (Tax Key: V10_008200Z) 
This information is taken direcely from the Plan Commission agenda packet.

​Brass Horns LLC. by way of their agent, Mr. John Loosen, is before the Plan Commission tonight regarding his proposed Plan of Operation for a new restaurant he is calling the "Pleasant Hill Bar and Grill" located at 2102 STH 164 (Tax Key: V10_008200Z). The site presently is operated as the Harry Lemon Pub and is situated on the NE corner of Pleasant Hill Road and STH 164. Mr. Loosen recently purchased the building and is looking to renovate the interior of the structure and rebrand the old pub into a "casual bar and eatery offering lunch and dinner options" every day of the week. Their proposed hours of operation would be 11 AM2:00AM seven (7) days a week. If the name of the owner sounds familiar, that is because Mr. Loosen is also the current owner of Flynn's Pub on Plat Road in Colgate. Additionally, several months back he was before the Plan Commission with a petition to purchase Plat School. That development proposal was subsequently withdrawn and his offer to purchase the school was rescinded.

The primary focus of the Pleasant Hill Bar and Grill will be traditional "American-style" food with a variety of hamburgers, sandwiches, wraps, soups, salads, and appetizers. They intend to be a causal dining atmosphere which focuses on the building's original history throughout the years. Their current property has parking for approximately 20 cars. This is the average amount of patrons they expect to see every day as well. There will be no exterior storage or overnight parking allowed on the property. They intend to employ one (1) full-time employee and nine (9) part-time employees on-site. Mr. Loosen anticipates on having a single truck delivery each day for food and/or intoxicating beverages.

​While not a part of the petition tonight, the property owner has also purchased the property directly north of the Harry Lemon and intends to create additional parking on the property to better accommodate his patrons. There is an existing structure on the property which Mr. Loosen intends to raze. Doing so will provide an additional 20-30 parking stalls, far more than what would be required at 1 stall per 100sqft. Cpt. Tony Burgard from the Richfield Volunteer Fire Company estimated the maximum occupancy of the building between 50-60 patrons. Currently, there are instances where customers park on the north and south side of Pleasant Hill Road which creates a single lane of traffic exiting onto STH 164. If the property owner creates this additional parking on his property, it is anticipated that this potential safety hazard will be remedied. In the coming months, if the Plan Commission approves his proposed Plan of Operation.
