Many attendees anticipated some rumble from an approaching rain storm. While the rain storm was less than expected there was, what some might describe as, a rumble from Danah Zoulke during the Public Comment item of the meeting.

4. REPORT a. Scenic Pit LLC. vs. Village of Richfield et. al., Case No. 2015CV000374
Administrator Jim Healy read a prepared statement regarding the outcome of this case heard on September 1, 2015. The outcome of a 17 minute hearing by the honorable Judge Andrew Gonring was a ruling in favor of the Village of Richfield. The ruling confirms that local land use authority remains relevant and the village can use existing zoning laws. Mr. Healy ended by stating the village is ready, willing and able to respond to an appeal by Scenic Pit. LLC.
Danah Zoulek wanted to run a clean fill landfill without any restrictions, permits or licenses. This months legal bills regarding the case total $11,998.
5. PUBLIC COMMENTS Five people registered to speak. Rick Fleishman, Doug Felton, and Roger Kean thanked the village board and staff for supporting the greater good of the community in regard to the pit on Scenic Road.
Then Jeff Gonyo spoke taking exception to the restrictions during public comments and spoke in support of Danah Zoulek. In his normal manor he spoke in an attacking matter to the village board. Nothing new here.
Then Danah spoke in her usual manor demanding she get the 10 minutes to speak as she had requested. After three minutes were up she continued to speak showing posters. When she chose not to stop talking Village President asked the meeting go into recess. She finally sat down and continued to hold up boards during the remainder of the meeting. Sometime she was seen flailing her arms and rocking the posters.
Why should she get more time than anyone else who wants to speak during the Public Comment segment?

7. DISCUSSION/ACTION ITEMS
a. The Richfield Volunteer Fire Company will be donating over $1.8 million to the village to help fund the new fire station near the village hall. Donation will occur early in January 2016.
b. Village board approved amendments to Section 70.213 of the Village’s Zoning Code – Floodplain District. This is in compliance with Federal Laws and will allow residents in flood plain areas to continue to apply for flood insurance.
c. Village board approved the reduction in an established Letter of Credit for D&S Weyer No. II, LLC.
d. Village Board approved a Combination “Class B” Retail License for the sale of Fermented Malt Beverages and Intoxicating Liquors and Unenclosed Premise Permit for La Cabana located at 3052 Hubertus Road, Hubertus, WI.
e. Village board approved Temporary Operator Licenses
f. Discussion regarding the Future Transportation Map focused on creating a future land map showing where road connections might occur on current farm land when there might be future developments.
