Time for Clean Up at Q and 164

11/29/2019

The November 21st Richfield Village Board agenda had two closed session items the first one being:

CLOSED SESSION a. Discussion /Action to enter into Closed Session under Wis. Stats. 19.85(1)(g) conferring with legal counsel for the governing body who is rendering oral or written advice concerning strategy to be adopted by the governing body with respect to litigation in which it is or is likely to become involved. - Grace Investors II LLC & Tenant for property.

That property is located on the NE corner of Hwys Q and 164 just north of the old church which was planned to be a new Lake 5 Dairy Store, but that never occured and is now owned by Grace Properties II, LLC, of Pewaukee.

After closed session, the village board came back into session and instructed staff to seek an order in Washington County Circuit Court to have the property cleaned up to meet village ordinances. The property is an eyesore with debris piled directly near the Welcome to Richfield sign which drivers see as they enter Richfield.

So sad that corner farm land could have been a modest retail center with a residential section a few years ago but residents near-by and the Hwy J Group who wanted No Four Lanes made it an issue and stopped the development. Now they and all of Richfield residents have a major eye sore.

Seems the nearby residents now do not like the smell coming from smoke as the debris is being burned. Some people are never happy.

Traffic flow, safety work completed

RICHFIELD — Highway 164 is now officially open and features new safety improvements and traffic flow upgrades.
“WisDOT would like to thank the Richfield area community for their patience and cooperation,” Wisconsin Department of Transportation Project Manager Kurt Flierl said in the final report.

The approximately 7.5 miles of roadway from County Highway E to County Line Road was upgraded with new designated turn and bypass lanes, and a new roundabout was built at the intersection of Highway 164 and Holy Hill Road to help improve traffic flow. Several hills along the highway were flattened to enhance visibility for motorists.

Over 625,000 cubic yards of earth was excavated and 160,000 tons of construction aggregate was crushed during the project. More than 65,000 tons of asphalt pavement was placed over the highway.

The project was completed on time by WisDOT despite delays due to weather. During construction, WisDOT coordinated with the State Highway Patrol and the Washington County Sheriff’s Department and added extra police patrols to monitor the increased traffic through the village.

“The Wisconsin DOT (Wis-DOT) did an outstanding job communicating with all entities and organizations,” Richfield Village Administrator Jim Healy said in an email. “Weekly meetings were one of the strongest communication tools this WisDOT team utilized to let stakeholders know what progress has been made, what items may need troubleshooting and three-week look ahead plans.”

Work yet to be completed includes permanent electrical connections for the lights at intersections and the roundabout, as well as restoration to ditches and side slopes. Work is scheduled for spring for reseeding and soil restoration.
