The Village of Richfield announced Willow Creek Road at the railroad crossing will be closed starting May 27th at 8 AM and ending Saturday May 30th. While they apologize for the inconvenience they were assured that local traffic will be maintained.

At the May 21, 2015 Village Board Meeting it was announced that Scenic Pit LLC had to get permits from the village to do any filling of the pit at 609 Scenic Rd.

Tonight at the May 21, 2015 Richfield Village Board meeting item 4D was regarding a report on the property at 609 Scenic Road. Administrator Jim Healy read a prepared statement. Since no written statement was available at the meeting the following tries to capture as best as possible the verbal statement by Administrator Jim Healy.
It is and always has been the position of the Village of Richfield that local approvals are required to be obtained before any land filling operations can commence at 609 Scenic Road. Over the last few months there have been some confusion in determining what approvals and/or what processes exactly Scenic Pit LLC was seeking through the State of Wisconsin. On May 13, 2015 the Village was notified by the attorney for Scenic Pit LLC that they were abandoning their plan to seek local approvals and instead believed that they met all necessary requirements to dump clean fill 6 days a week for the next 10 years. They came to this conclusion because the Wisconsin Department of Natural Resources issued a WPDES construction site storm water runoff permit to Richard and Evone Holtz. Scenic Pit LLC's attorney stated that "Scenic Pit LLC intends to proceed with operational plans approved in the attached permit without further application for local approvals and negations/arbitration pursuant to WIS DOT's 289.221M." To be clear the Village has received confirmation from the Wisconsin DNR that local approvals are in fact required by Scenic Pit LLC prior to any operations commencing. This conclusion reached by the Wisconsin DNR and it's legal council and the Village of Richfield and it's legal counsel affirms that months of research and study that was conducted by staff along with thousands of dollars spent utilizing professional services. In light of these facts we continue to be prepared to take any and all necessary action in order to protect the Village. The attorney for Scenic Pit LLC during public comments implied there is no desire to go to court. To anyone in the audience it is possible that only time will tell if this issue has been put to bed. For those of you who miss the Green Sheet....fret no more it is coming back.

On Friday May 15, 2015 the West Bend Daily News reported, Despite actions by Richfield officials to deliver the project a knockout punch, Scenic Pit LLC has notified the village the company intends to begin filling a former sand and gravel pit at 609 Scenic Road and end efforts to gain village approval for the work. The Daily News also included this quote, “We’ve received approval from the Department of Natural Resources and we’ll start hauling clean fill into the site next week,” company managing partner Danah Zoulek said. “We’ve made preparations to move ahead.” Take a minute to read the Village of Richfield Press Release that is currently posted on the Village of Richfield web site. Danah Zoulek, as most know, ran for Village Trustee this past April. That position, in the past and presently, is filled with elected officials who respect the residents, as well as have the residents best interest at heart. Perhaps the only interest Danah has is for herself, time will tell. In a former post you read a Letter to the Editor stating Germantown's Administrator received $58,000 + $12,000 in benefits = $70,000 for overseeing an operation triple the size of Richfield. The author states population of Germantown is 20,000 and Richfield is 11,000. Is that population triple the size? What did triple the size of Richfield actually mean? Also no year was noted for the salary.
Germantown's Village Administrator self reported that he received $95K salary in 2012. Do you think he got a raise since then? The Richfield Administrator in 2012, received $95,758, seems quite comparable. The 2015 budget for Richfield Administrator is $80,000. These true facts make that Letter to the Editor laughable. Hummm, area of Village of Germantown is 34.45 sq. miles source is Wikipedia. Area of Village of Richfield is 36 sq. miles plus the annexed area across from Cabelas. No triple the size, here. Oh yes, Germantown has many more employees. Maybe that number is triple of Richfield. Hopefully you see the elected officials and staff at the Village of Richfield are prudent in their decision making.
